Faulkner University invites qualified vendors to submit bids for the installation of security cameras and access control systems across our campus. This initiative is part of our ongoing commitment to enhancing campus safety and security.

The project is supported by federal funding, and all vendors must comply with applicable federal procurement regulations and guidelines. Detailed specifications and requirements were provided upon vendor submission of our RFQ Vendor Submission Form below. The vendor submission portal is now closed.

What current camera systems and access controls does the University have in place?
The University has a mix of hardware currently in use including cameras by Avigilon and Ubiquiti. We have installed Avigilon cameras and Avigilon access control systems in the most recent renovations and have been pleased with the product. Our residence halls use an older version of SALTO. Our goal is to for the new cameras and access controls to easily integrate with the existing systems.
Are you looking for facial recognition, LPR, or similar technology?
The grant funding available for this project is through FEMA’s Nonprofit Security Grant Program. The grant specifically prohibits using the funds to purchase facial recognition or LPR software. The grant will pay for the cameras, but it cannot be used for those specific features in the software.
How much funding is available?
The University has been allocated a maximum of $150,000 in grant funding for each building included in the RFQ (total of $450,000). Each building needs to be treated as an individual project as there are three separate grants.
Is the use of wire mold and conduit an option?
The buildings are typical modern construction including sheetrock around the impacted areas. Our expectation is that there would be very little to no need for visible wire mold or conduit at the conclusion of the installation.
Are electronic drawings/floorplans available?
No, we do not have digital copies of floorplans that can be shared. Please plan on attending one of the walkthrough sessions on Monday, January 12 at 9:30AM CST or Friday, January 16 at 9:00 AM CST for a visual inspection of the buildings.
What type of ceiling & walls?
The ceilings are drop ceilings. Interior walls are sheetrock. Exterior walls are brick and stucco.
Will the cameras in the document without specific models (e.g. 360-degree fisheye, 270-degree multi-head) be considered as fixed dome cameras?
Yes

Are the three projects considered to be Tax Free? If so, will documentation be provided by the University?
Yes. The University is exempt from sales tax, and the projects should be considered tax free. The University will complete the required purchasing agent appointment forms for the projects through the Alabama Department of Revenue.
How much retention are you looking for in video storages per building? 30 days? 45 days? 30 days will be fine.
There are some pictures dealing with classrooms, study areas, and the library and it looks as though the cameras are to be located in the middle of the room. Are these referencing FishEye Cameras? Yes, fisheye cameras will be adequate in these areas.
Are bid bonds required? Yes, since this project is funded by a federal award, bid bonds are required. Because it is our intention to select one vendor to complete the work in all three buildings, it should be adequate to have a single bid bond that covers the three quotes.
Are vendors providing network switches? If so is there a preferred mfg.? Switches will need to be part of the proposal. Faulkner currently has Aruba switches.
Is there a preferred mfg. for the wireless PTP's for the clock tower cameras? No
Are white cameras acceptable? Yes
Are keypad card readers required? Yes
Are credentials required? i.e. key fobs, badges, etc. If so, which type and quantity. Our students have RFID cards. We want the students to be able to use the same ID card for access controls.
Is Avigilon the desired solution? We are open to other options provided they will integrate seamlessly with our existing security measures.
Will we have remote access to commission the system or do we need engineers onsite? Engineers onsite during the commission of the system is preferable.
Is there a current Avigilon rep the customer works with? No
Are these 3 systems meant to be standalone or part of an enterprise interconnect system. Enterprise
Are there existing pathways from the clock tower to another building, or is there power at the clock tower? The clock tower is adjacent to the College of Bible Studies building. There is power at the clock tower, and a conduit in which we don't know where it goes into the adjacent building. A wireless connection should be planned for.
Are there specific requirements for us to be working on site? Yes – any contractor will need to provide appropriate insurance and a COI. Alabama requires security installers be licensed with the State of Alabama Electronic Security Board of Licensure.
Is there a NDAA889 compliance verification they have for us to sign? Yes, we will provide the form in conjunction with execution of the contract.
Are there specific insurance requirements needed for us to include in the COI?
(1) Commercial General Liability on an Occurrence Form (not a “claims made” form) which includes the following coverages and minimum limits:
- $1,000,000 each occurrence Bodily Injury and Property Damage;
- $1,000,000/$2,000,000 General Aggregate which should include Independent Contractors, Liability assumed under “insured contract” and Medical Payments.
- $2,000,000 Products/Completed Operations Aggregate
- $1,000,000 Personal Injury and Advertising Injury $1,000,000
(2) Business Automobile/Commercial Automobile Liability covering use of all owned, non-owned, and hired automobiles and with minimum limits of: $1,000,000 Combined Single Limit per occurrence for bodily injury and property damage liability;
(3) Workers Compensation/Employer’s Liability
Worker’s Compensation (Coverage Part A): Statutory
Employer’s Liability (Coverage Part B)—Per occurrence with minimum limits of: $500,000 each accident; $500,000 Disease Policy Limit and $500,000 each employee
(4) Umbrella/Excess Liability - $1,000,000 per occurrence/aggregate, excess over the above required GL, Auto and Employers Liability coverages.
INSURANCE MUST BE PRIMARY AND NON-CONTRIBUTORY
The certificate of insurance or endorsement must state that this insurance is primary and written on a non-contributory basis as to any other valid and collectible insurance or self-insurance in force.
WAIVER OF SUBROGATION
Vendor hereby grants to Faulkner University a waiver of any rights to subrogation which any insurer of said Vendor may acquire against the University by virtue of the payment of any loss under such insurance. Vendor agrees to obtain any endorsement that may be necessary to effect this waiver of subrogation, but this provision applies regardless of whether or not the Vendor has received a waiver of subrogation from the insurer.
ADDITIONAL INSUREDS
The Board of Trustees of Faulkner University, its individual trustees, officers, directors, employees, agents, representatives and volunteers acting on its behalf must be included as an additional insured(s) with respect to the Commercial General Liability Policy and the Excess/Umbrella Liability policies
NOTICE REGARDING SUSPENSION OR LAPSE OF COVERAGE
Each policy shall provide that coverage shall not be suspended, voided or canceled, except with 30 days prior written notice to the University, except when cancellation is for non-payment of premium; then ten 10 days prior written notice must be given. In addition, the Vendor or its insurance broker(s) shall notify the University of any cancellation, suspension or non-renewal within 7 days of receipt of insurer’s notification to that effect.
What are the model numbers of the current Avigilon systems in place? The current Avigilon systems are on-premises solutions. It is our understanding that Avigilon Cloud systems will not communicate with the existing equipment. Are client workstations required? If so, please provide spec requirements.
As long as there is access via a tablet or phone, no workstation is required. If workstation is needed, Windows based, current gen Intel i5 processor or better.
